SUMMARY:Laurel for Peace and Security in Ukraine
DESCRIPTION:On April 29\, 2022\, world leaders convened at Loeb House\, Harvard University\, to discuss strategies for peace\, security\, and sovereign integrity of Ukraine. As Russia’s war against Ukraine continues\, global leaders and diplomatic observers have turned their attention to two distinct agendas to help resolve the conflict. The first is to provide immediate support for Ukraine\, as it endures unprecedented attacks by Russia\, conducted with modern weapons and massive military power. The second involves planning for the prevention of unprovoked aggression through the adoption of values and standards that will ensure peaceful relations worldwide. \nShort Term Strategies to Support Ukraine \nMost immediate are the actions to support Ukraine and demonstrate the extent of global opposition to such aggression with indiscriminate violence. Bombing of urban civilian areas—apartment buildings\, hospitals\, schools\, and farms—violates international law and norms of warfare agreed upon by the international community. \nParticipants in the Boston Global Forum Conference April 29\, 2022 proposed the follow steps to assist Ukraine at this critical time of immense need: \n\nProvide humanitarian and other support to address the war-related health crisis in Ukrainian cities and towns. This includes medical supplies\, health care providers\, equipment\, temporary hospitals\, and all related assistance\nDeliver advanced weapons\, offensive and defensive\, to compensate for uneven scales in the war\nShare all intelligence information with the Ukrainian Government—including contributions by NATO and European nations—pertaining to Russian troop movements\, tactical weapons locations\, and battle plans;\nSustain existing economic sanctions and impose sanctions to energy resources\, which currently is the main financial source of support for Russia’s war machinery\nSupport and engage in the debate on limitation and exclusion of Russia from the UN Security Council\, as a country that fails to respect the UN Charter and its founding principles\nProvide strategic military advice to help in the fight against Russian air\, ground\, and naval forces\nAssist Ukrainian students and children in the country\, who face shortages of basic needs such as food\, shelter\, and medical care. Assist in sustaining\, where possible\, educational institutions. Call on Ukrainian students outside the country to find ways to help and rebuild Ukraine.\nCall for organizing a High-Level International Conference on Peace\, Security\, and Territorial Integrity for Ukraine\, with participations by leaders from Russia\, Ukraine\, United States\, and the European Union\, to be held in Paris\, Riga\, or Stockholm.\n\nLong-term Strategies to Support Ukraine \nThe Ukraine invasion is a painful lesson for the world\, that compromises with dictators and authoritarian regimes only feed aggression. In response\, speakers at the Boston Global Forum focused on the advantages of promoting the development of a competitive economy\, in conjunction with a flourishing democratic political system. \nAbove all\, the war on Ukraine has highlighted ways in which the leaders of Russia deceive the public through their messages\, actions\, and the use of their propaganda systems. They promised to create “humanitarian corridors” to allow civilian non-combatants to leave areas under attack\, only to renege on those promises. Russia has not made any serious attempt to engage in peace talks. All evidence so far is of hollow commitments. \nSpeakers at the conference underscored the need to address Russia’s aggression and its unprecedented disinformation by adopting specific steps: \n\nPromote shared democratic values through multilateral organizations\, NGOs\, universities\, business entities\, and academic centers; \nDevelop a comprehensive\, multinational\, and novel form of Marshall plan for Ukraine to ensure fast reconstruction and recovery from the war. It will serve as a coordinated and efficient platform for economic development\, social assistance\, and human empowerment\nDevelop legal and humanitarian standards as foundations for 21st century international relations. For example\, the Social Contract for the AI Age and the book Remaking the World – Toward an Age of Global Enlightenment provide invaluable guidance for rational rulemaking in the Age of Digital and AI\nEncourage the formation of a New Alliance to protect rational standards and the security of countries that support them.\n\n

We’ve created a series of lectures that address major features of the digital age and the challenges and opportunities they present. \nEach of our presenters is a thought leader in the field of digital technology. They come from some of the world’s top institutions\, including Harvard\, MIT\, and Stanford. And nearly all of them have spent time in the private sector or government service. They will share with you their high-level practical experience\, as well as their scholarly knowledge. \nEach lecture is directed at the needs of the innovative leader and thinker – what you will need to know to successfully navigate the challenges and opportunities of the Digital Age. \nOne of our initiatives is a Social Contract for the AI Age. In this effort\, we’ve worked closely with the United Nations Academic Impact Program and with the Club de Madrid\, which is the organization of former heads of state and heads of government of democratic countries. \nOur Social Contract defines what we see as the rights\, obligations\, and responsibilities of individuals\, governments\, firms\, and other entities in the digital age. \nBy definition\, a social contract is based on the rights and interests of individuals\, and what governments and other entities must do and are prohibited from doing to safeguard those rights and interests.

Since then\, Norlén has served as the Chair of the Committee on the Constitution\, the War Delegation\, the Committee on Justice\, and the Advisory Council on Foreign Affairs. He has played a pivotal role supporting constitutional matters relating to the media\, the auditing of governmental processes\, the Riksdag’s work on EU matters\, issues concerning privacy\, the central government budget process\, and matters regarding the nomination of permanent judges in all Swedish courts. \nNorlén worked across party lines to ensure unified support for the conclusions reached by the Committee on the Constitution\, regarding its scrutiny of the performance of government ministers and the handling of government business. Norlén has asserted that the practices determined by the Committee on the Constitution should obtain broad support in the Riksdag and remain uncompromised when there is a change in the political majority of the Riksdag. He also worked for broad political consensus in matters such as those affecting the Constitution and preventive measures to counteract violent extremism. \nNorlén defended his thesis at Linköping University in 2004 on the subject of Unreasonableness and Section 36 of the Contracts Act and is a Doctor of Laws. Norlén is also a businessperson active in the family publishing company Kurirengruppen i Sverige AB.

DESCRIPTION:On September 24\, President of Croatia (2015-2020) Kolinda Grabar-Kitarovic\, member of Nizami Ganjavi International Center\, visited and discussed with Governor Michael Dukakis and leaders of the Boston Global Forum. \nPresident Grabar-Kitarović expressed enthusiasm that the city of Dubrovnik\, with the young\, open-minded mayor Mato Franković\, can be a satellite city of AIWS City. BGF can provide advice for Dubrovnik in building AI infrastructure and legislations\, while Dubrovnik can be an ally of the AI International Accord and Law and Global Alliance for Digital Alliance. Governor Michael Dukakis invited President Grabar-Kitarovic to join the initiative of BGF in Global Alliance for Digital Governance and Global Law and Accord on AI and Digital. \nThis visit of President Grabar-Kitarovic opens a new road for opportunities between Croatia and Boston Global Forum\, especially in works to apply AIWS Ecosystem and Community Innovation Economy. \nHere are some highlights from her speech: \n\nInequality of access to the internet is in itself a human right issue\nMany challenges relating to demographics:\n\nEducation\nHealth\nEmployment\n\n\nAny sort of global accord has to be a “coalition of the willing\,” not just of big powers. Small countries with relationships with various superstates are important links/glue/nodes in the network.
